Why can’t the ESL classes offer adequate education for those who cannot speak English?

What is wrong with our current ESL programs that are offered at academies?

My sister in law is an ESL teacher. As far as I can tell there is nothing wrong the current programs. ESL is intended to teach English as a Second Language…not to provide a full education.
