What is the best option for TEFL for someone who just needs brushup with English Grammar? ?

Yes it would. However, none will provide you with any sort of in-depth knowledge of grammar. For that I would suggest getting a good book and going through it.
For online try ICAL who also have a good grammar wiki which will help cover the basics.
