Levels for placement of ESL adult students?

I have divided it into 1. low beginner 2.beginner 3.advance beginner 4. low elementary 5. elementary 6. advanced elementary 7. pr-intermediate 8. 9. intermediate 10, advance intermediate 11.pre-advance 12. advance.13. expert

I need to establish criteria for each level.

We are looking at: 1. number of vocabulary words for each level
2. number of expressions for each level

Any help would be GREAT.
