		<description>That's a very large number of levels. I teach ESL at public school in the US, and we only sort our students into 5 levels. I think you'd have a lot of trouble differentiating between 13 different ones.

I'd suggest testing the students first and THEN sorting them into levels. Make the criteria up after you've tested. It'll be easy for you to see how the compare to each other, and that will let you know where to split the levels.</description>
