Levels for placement of ESL adult students?

I need some help establishing levels for ESL adult students.
I have divided it into 1. low beginner 2.beginner 3.advance beginner 4. low elementary 5. elementary 6. advanced elementary 7. pr-intermediate 8. 9. intermediate 10, advance intermediate 11.pre-advance 12. advance.13. expert

I need to establish criteria for each level.

We are looking at: 1. number of vocabulary words for each level
2. number of expressions for each level

Any help would be GREAT.

    That’s a very large number of levels. I teach ESL at public school in the US, and we only sort our students into 5 levels. I think you’d have a lot of trouble differentiating between 13 different ones.

    I’d suggest testing the students first and THEN sorting them into levels. Make the criteria up after you’ve tested. It’ll be easy for you to see how the compare to each other, and that will let you know where to split the levels.
