Is it wrong to avoid hiring someone who is ESL if the job requires competency in English?

The job position open is for door-to-door marketing, and requires a lot of communication with customers and potential clients regarding the services we offer. Over 99% of our customers speak English, thus our business is based in the English language. I am hiring a team of people, but have many people applying who I do not feel can competently do the job based on their knowledge of the language - they are ESL students at the university and are not fluent in English. Is it wrong for me to not hire these people based on the fact that they are not fluent in English?

no.
because your number one priority is the business.
If your Business goes under, nobody has a job.
if you applied for a job in another country, but your knowledge of the language was limited, you would not expect to get the job. ESPECIALLY if it was a job that required a thorough knowledge of the language to impress the costumer and solve their problems without the customer getting frustrated and thinking that they are dealing with an impossible battle to tell them what is wrong, or what they want or dont want.
If your business will not benifit from hiring someone, why hire them?
