In the meantime, teach the younger one what sounds each letter represents; it doesn't matter what the letter is called, it matters hugely what sounds it represents in what contexts.  Ask at your local school to find out what units of study are being taught.  Teach the vocabulary of each unit to help with comprehension. Find out what the books in the fourth grade class will be; go online to find a service that will provide "books on tape" so that the child can read and listen at the same time.
Teach in English, with LOTS of demonstrating and modeling.</description>
