No language can be mastered without speaking it. I can understand your situation as I have also been at the same point where you are today. I would tell you what I tried rather than asking you to follow me. You can decide if this way is good for you. 1. There is no short cut. 2. Start with reading english news paper for vocab. I remember finding words in dictionary and it used to take me sometimes one hour to go through a single article on the editorial page of Times of India. Generally the front page news has simpler words. So it can be good to start with. As I was interested in hindi literature, I also found it easy to read short stories in English of Indian authors like RK Narayanan etc. 3. Remove hesitation and go for group discussions with like minded friends who want to speak english. This is the most important part. I remember someone posted a notice in the street in KatwariaSaray inviting people to join one such group and I joined that group though I did not know anyone of them before. Also those people were beginners like me. But it was of great help. 4. Start activities like narating any incident that you have come across or any famous story in a group. 5. Be consistant in whatever approach you follow. Initially you will make good progress than a period of saturation would come when you would find you are not moving fast enough.
