How to read fast for ESL people ?

hi, i’m a esl student..i’d like to know how can i improve my reading ability ? my english instructor says: “read for write” so everyone need to keep reading at least 1-2 hours each day, is it true with helpful ?

    Reading is the answer
    Read other people’s writing so you will get examples of how people handle words
    Let others read to you; this is connected to writing and reading
    Practice with another
    Put a book in the toilet when there do a little everyday
    Where you have your meals read your prayer book
