depends on the ESL program teacher!
but my mom took it and i don’t really see a tremendous difference in her accent…

What you would be wise to do is to ask permission to either sit in on an ESL class or interview students or former students about their experiences. If they are speaking English and able to work, make purchases, deal with paperwork, then the success is evident.
I believe that in order to teach ESL an instructor must participate in training and be certified to teach.
But the answers to your questions like with the students who took the course - can they speak English to their own satisfaction? If they are not able to do so, what prevented them from reaching their goal of learning to speak English?
