This is because the ESL certification is not part of a college course leading to a degree. However, if you enroll in a Master's in TESOL or linguistics or a related field, then you can get financial aid in the usual way. Just ask at the school that you are interested in. Without a MA in the field, you will not go far in getting good jobs.
