How are ESL elementary students taught in US public school?

Chal asked:

For example, if a student who knows zero English is enrolled at a public school, does he attend all regular classes? Do schools typically have a program for ESL students? What is that like?

It depends on the district. Some are enrolled in special classes others are thrown in to regular classes and are expected to either sink or swim. Check with your school district to find out more.
