Do I have to take esl in college if i am one point short on my toefl score?

If re-taking the exam is easy/not a big hassle, then I say re-take it.
Based on the way you wrote your question, I would say that you are literate enough for university, so you should try to get a TOEFL score that reflects your ability.
(I volunteered with ESL services at my campus for a while, and some of them were struggling even at the highest level of ESL learning). Canadian Bacon

Take an intensive toefl prep course and develop a reading habit to prepare you for the test. Your librarian could help you to select some good books. n_ricki
